The White House has developed administrative strategies to advance core presidential initiatives through unilateral executive directives if Republicans lose control of Congress in the upcoming midterm elections.

Senior administration officials, including deputy chief of staff Stephen Miller and budget director Russell Vought, began collaborating with the White House Counsel's Office in April to formulate executive policies covering federal expenditures, housing regulations, tariffs, and immigration enforcement. White House counsel Will Scharf and legal staff are examining the outer limits of presidential authority and preparing litigation defense plans to sustain these measures against court challenges.

In a media interview released Sunday, President Donald Trump stated that he intends to use his veto pen repeatedly if opposition lawmakers secure legislative majorities, predicting that several months of legislative rejections will ultimately compel congressional leaders to negotiate compromise agreements. Legislative control currently rests on narrow Republican margins of 218 to 214 in the House of Representatives and 53 to 47 in the Senate, requiring Democrats to achieve a net gain of four seats in each chamber to claim majorities.

While a Democratic majority would grant lawmakers authority to initiate oversight hearings, block statutory proposals, and restrict budgetary appropriations, administrative planning aims to bypass Capitol Hill across trade policy, regulatory administration, and foreign affairs.
