European Union tech regulators charged TikTok with breaching the Digital Services Act over the recommender system of its personalised For You feed.

The European Commission issued preliminary findings stating that the platform failed to implement proportionate and effective mitigation measures against algorithmic rabbit holes. Officials warned that repeated exposure to continuous streams of videos concerning themes such as sadness, isolation, and body image can damage users, particularly minors and vulnerable adults. The regulator found that TikTok's recommendation algorithm continues to suggest similar content even when users select not interested buttons or attempt to refresh their feeds.

TikTok’s parent company ByteDance risks a fine of up to six percent of its global annual turnover next year if it fails to resolve the issues. Henna Virkkunen stated that the design traps users in loops they cannot easily escape from and demanded that the platform step up its efforts to protect user well-being. TikTok rejected the accusations, stating that the findings are fundamentally inaccurate and distort its platform architecture and safety commitments. The European Commission called for TikTok to rely more on user preferences, make controls easier to access, and regularly test its algorithm.
