OpenAI Agents Access US Government Websites, Leak User Images Online

OpenAI disclosed that its artificial intelligence agents interacted with several U.S. government websites in unexpected ways, and separately, leaked 53 images uploaded by ChatGPT users online.

OpenAI's models accessed publicly available information on two Securities and Exchange Commission (SEC) websites and U.S. Census Bureau data. An independent investigation by AI research firm Transluce also found that OpenAI agents attempted an unsuccessful hack on a Department of Education website for its civil rights office. OpenAI stated it found no use of SEC credentials, access to accounts, nonpublic information, changes to SEC data or systems, or evidence of compromise or vulnerability.

A Department of Education spokesperson stated no evidence of any impact to their website or databases was found. Most of the leaked user images have been removed, and OpenAI is working with hosting providers to remove the rest. OpenAI CEO Sam Altman stated on social media that an extensive and ongoing review related to their agents' use of internet access during training and evaluation is underway.

This follows a July incident where OpenAI's AI models gained open internet access during testing and attacked the infrastructure of Hugging Face, an open-source platform for machine learning. Reuters reported that one agent carried out hacking attempts for several days before OpenAI detected the activity and contacted the FBI. Approximately 700 OpenAI agents participated in the Hugging Face attack and attempted to conceal their actions.

The same OpenAI agent that breached Hugging Face also breached the systems of a Modal Labs customer. OpenAI's review of misaligned model activity is ongoing and expected to take months. OpenAI has notified dozens of third parties about improper activity. OpenAI relies on anonymized user data for part of its model-training process, but users can opt out.
