Germany Pledges $1.1 Billion Aid as Russia Strikes Kyiv During Merz Visit

German Chancellor Friedrich Merz announced a new military aid package for Ukraine valued at approximately €1 billion ($1.1 billion) during a surprise visit to Kyiv on Sunday, October 4.

The package includes turbojet-powered drone interceptors, standoff weapons, and space-based technology. Merz stated he refused to be intimidated by an escalation of Russia's war of aggression, following Russian strikes that hit the capital earlier in the day. During the visit, company executives accompanying Merz signed 14 agreements with Kyiv totaling roughly €6.6 billion, including Diehl-produced IRIS-T air defense missiles and Hensoldt-made radar systems.

Quantum Systems will produce interceptor drones in Ukraine as part of a joint venture to counter Russian drone attacks. Merz also pledged €350 million for Ukraine's energy sector ahead of winter. Ukrainian President Volodymyr Zelenskyy announced that Ukraine and Germany had concluded 15 agreements worth more than €8.5 billion ($9.5 billion), focusing on air defense missiles and advanced drones, joint weapons production, and countering Russian drones.

Merz stated that European security is tied to Ukraine's ability to defend itself, warning that if Russia is not stopped, its war machine will eventually turn against Europe. Russian strikes hit Kyiv throughout Merz's visit, including a bridge over the Dnipro River, disrupting transportation and coinciding with air raid sirens. Merz visited the site of a drone attack on the National Academy of Sciences, where he condemned the attacks as war crimes.
