UK Prime Minister Andy Burnham pledged on Monday to push for closer relations with the European Union, confirming he will attend a bilateral summit in Brussels on November 20.

Addressing parliament, Burnham stated that parts of the trade deal agreed with the EU after the UK voted to leave in 2016 would be renegotiated. He described the existing relationship as not good enough and said failing to secure a closer deal would be a major dereliction of duty. Burnham made remarks on Monday about advice he received regarding foreign interference in the 2016 Brexit referendum, stating he had a clear answer that yes, there was interference from Russia.

He later clarified to MPs that he did not think Russian interference affected the final result. The summit, postponed from summer after Labour MPs replaced Keir Starmer with Burnham in July, aims to make progress on boosting UK growth and controlling illegal immigration. Burnham said the British public would be the boss at every stage of renegotiating the relationship and that he wanted serious dialogue about long-term ties.

Discussions at the November summit include cutting bureaucracy for British food exports, emissions trading, and a new youth experience scheme, along with deeper cooperation on immigration. Burnham believes these agreements could reverse some of the damage done to the post-Brexit British economy. European Council boss Antonio Costa announced the November 20 summit date separately. The 2016 Brexit referendum saw 51.9 percent vote to leave and 48.1 percent vote to remain.

Burnham is currently bound by Starmer's 2024 election-winning manifesto, which ruled out joining a customs union, rejoining the single market, or allowing the return of freedom of movement with the EU. He is not proposing a new EU referendum.
