The U.S.-backed Board of Peace has unveiled a $2.45 billion, six-month plan to begin reconstruction and governance in Gaza.

The blueprint includes 66 projects focused on housing, diesel generation, waste removal, infrastructure, education, and health initiatives. The plan was announced at a meeting on the sidelines of the UN General Assembly in New York. Jared Kushner, a Board of Peace member, acknowledged different delays on different things but stated the goal was to show full commitment.

The board admitted substantial donations are still needed, with $18 billion pledged but only $280 million received. Full recovery is estimated to require $71 billion over the next decade. The disarmament of Hamas remains a key sticking point, with the group agreeing to disarm in exchange for phased Israeli troop withdrawal, while Israel insists on full disarmament before any pullout.

Violence continues amid the deadlock, with near-daily Israeli strikes and dire living conditions for Gaza's 2.1 million residents. Hamas spokesperson Hazem Qassem stated the group is prepared to implement the roadmap, accusing Israel of escalating aggression and preventing the entry of a technocrats committee and the deployment of international forces. Nickolay Mladenov, director-general of the Board of Peace, stated progress hinges on Hamas disarming but also pressed Israel to scale back its military operation.
