Russian aerial strikes knocked out power to more than 600,000 consumers across five districts in Ukraine's Dnipropetrovska oblast and nearly 250,000 customers in the Kharkiv region.

Oleksandr Hanzha, head of the Dnipropetrovska oblast administration, stated that hospitals switched to diesel generators and electric public transport halted in Dnipro. DTEK reported that critical energy facilities suffered damage from overnight attacks involving 164 strike unmanned aerial vehicles, including 112 jet-powered drones, decoy drones, and three Kh-59/69 guided missiles launched from the Sea of Azov.

Ukrainian air defenses intercepted or jammed 137 drones, while hits occurred at 23 locations. In Odesa, a separate strike killed one person and damaged municipal infrastructure. The Russian-installed management of the Zaporizhzhia nuclear power plant reported that the facility lost its external power supply after the Ferosplavna power line disconnected due to damage, forcing backup diesel generators to power safety equipment.

President Volodymyr Zelenskyy accused Russia of intensifying strikes to apply maximum pressure ahead of trilateral talks scheduled for Tuesday in Abu Dhabi involving delegations from Russia, Ukraine, and the United States. Zelenskyy also reported that Russia used North Korean KN-23 ballistic missiles against energy sites.
