Madhya Pradesh Petrol Pumps to Halt UPI Payments Above ₹2,000.
The Story
Petrol pumps across Madhya Pradesh will stop accepting Unified Payments Interface (UPI) transactions above ₹2,000 starting October 15, citing losses from a newly imposed merchant discount rate (MDR).
The MP Petrol Pump Association, representing 4,700 dealers statewide, made this unanimous decision. Dealers will accept only cash for payments exceeding ₹2,000, refusing to bear the 0.4% MDR introduced by the Centre. Association president Ajay Singh stated that a portion of fuel sales occurs via UPI, and fixed profit margins will be hit by this duty.
The association noted dealers already pay MDR on credit card transactions, and imposing it on UPI will create further financial loss. The National Payments Corporation of India (NPCI) announced a 0.4% fee on UPI transactions to certain merchants when the value exceeds ₹2,000. For fuel, railways, telecommunications, and insurance, a flat ₹5 MDR will apply for transactions above ₹2,000, instead of the 0.4% rate.
Payments below ₹2,000 will continue to carry zero MDR. Dealers in Ghaziabad and Mumbai have also raised concerns, with some traders contemplating similar actions. The Retailers Association of India warned this move could encourage merchants to opt for cash payments. A public-interest litigation has been filed in the Supreme Court seeking suspension of the new framework.
