European Leaders Object to Donald Trump Security Framework Proposal Involving Russia
The Story
President Donald Trump announced that the United States is preparing an expansive European security settlement with Russia, claiming both Moscow and Kyiv are willing to negotiate a broad deal.
Speaking in Florida, Trump said that Russia and Ukraine want to make an agreement and indicated that upcoming trilateral negotiations in Abu Dhabi will encompass security terms for the entire continent. His remarks followed an outline from presidential envoy Jared Kushner proposing five pillars for a European security framework: standing security consultations, crisis communications channels, enhanced military transparency, reciprocal risk reduction measures, and long-term stability mechanisms with a defined role for NATO.
Kushner's outline emerged following meetings in Washington between Trump and Russian presidential envoy Kirill Dmitriev. European Union leaders and Ukrainian officials expressed strong opposition to unilateral American negotiations regarding continental security. In Warsaw, EU foreign policy chief Kaja Kallas stated that Europe already possesses an established security architecture through NATO and the EU, adding that Russian President Vladimir Putin cannot hold a veto over European security arrangements.
Polish Foreign Minister Radoslaw Sikorski warned that any security pact decided without European involvement is unacceptable and non-viable. Ukrainian President Volodymyr Zelensky noted that Kyiv received sparse information on the White House proposal, while European diplomats stated they could not explain the core mechanisms of the plan. European officials also raised objections that Kushner's framework omits past Russian military operations in neighboring countries and fails to demand an immediate end to the invasion of Ukraine as a prerequisite for broader security discussions.
