Iran Proposes Seven-Day Plan to Reopen Strait of Hormuz
The Story
Iran's top diplomat proposed a seven-day plan to reopen the Strait of Hormuz and restart talks on a wider peace agreement on Thursday.
Iranian Foreign Minister Abbas Araghchi stated that if specific conditions are met, the Strait of Hormuz would open within seven days, and negotiations would resume. Iranian President Masoud Pezeshkian indicated Tehran wants Washington to return to a memorandum of understanding (MOU) reached earlier in the conflict before the US midterm elections in November. Mohsen Rezaei, secretary of Iran’s Supreme National Security Council, specified a four or five days deadline for the United States to fully implement Iran's conditions.
The proposal was submitted to the United States through intermediaries, with Qatar facilitating messages between the two countries on the sidelines of the UN General Assembly in New York. Araghchi held talks with Russian Foreign Minister Sergey Lavrov on Thursday and met with US President Donald Trump’s envoy Steve Witkoff on Tuesday. The Strait of Hormuz, a waterway for global oil transit, has been a central bargaining chip in efforts to end the war, which is nearing its seventh month.
A previous Islamabad MOU, signed by the US and Iran in June, aimed to end the war and reopen the strait but collapsed in early July after Iran fired on commercial ships. The Trump administration has stated it will not return to the terms of that June agreement. Iran's conditions for reopening the strait include a seven-day cessation of all hostilities in the Middle East, encompassing Gaza and Lebanon, the release of at least $12 billion in frozen Iranian assets, the lifting of sanctions on Iranian oil, and an end to the US naval blockade of Iranian ports.
Iran also demands an end to hostilities in Yemen. The United States, however, seeks immediate discussions on Iran's nuclear program. Iran maintains it will not engage in broader peace talks until its preconditions are met. Iran is currently awaiting a US response to its proposal, with differences remaining between the two nations regarding the terms for ending the conflict and restoring normal shipping.
