This brings the total number of listings under the EU sanctions regime protecting Ukraine's territorial integrity to nearly 4,600.

The designated entities face immediate asset freezes and funding blocks, while targeted individuals are barred from entering the bloc. The package specifically targets mid-level suppliers forming the core of Russia's defense sector, which collectively generate an annual turnover of at least 20 billion euros and employ over 250,000 people. According to the European Council, these companies supply critical components for advanced weapons systems, including semiconductors, radars, satellite systems, explosives, and optics.

More than half of the new listings address the production chain for ballistic missiles used in Russian strikes against Ukrainian infrastructure. The new measures follow a U.S. announcement by President Donald Trump regarding an agreement with Russian President Vladimir Putin for Moscow to supply diesel fuel to American and global markets. The European Council's June 2026 directive aimed to intensify pressure on Moscow in response to an escalating military campaign targeting civilian infrastructure.

The EU also sanctioned 74 State Duma lawmakers and three members of Russia's Central Election Commission over their involvement in parliamentary elections in Russian-occupied Ukrainian territories.
