A bipartisan group of US senators demanded an urgent investigation into disruptions to SpaceX's Starlink internet network in Ukraine.

The senators expressed “grave concern” about reports of speed curbs between October 12 and 14, which reportedly degraded Ukraine's ability to conduct defensive operations. The letter, led by Democratic Senator Jeanne Shaheen, was sent to the US defense department inspector general. The restrictions affected Starshield, SpaceX's dedicated satellite network for military services, which is the military version of Starlink.

Ukrainian officials and soldiers reported unexpected disruptions and speed restrictions, with some units experiencing loss of connectivity at speeds as low as 45 mph, while others cited a limit of 100 mph (160 km/h). These restrictions disrupted Ukrainian drone operations and slowed interceptor drones used against Russian attacks. Sources indicate the order to limit Starshield for Ukraine came from inside the White House, though a senior US official denied President Donald Trump personally requested the restrictions.

Germany demanded the restrictions be lifted, with Foreign Minister Johann Wadephul stating Germany finances some Starlink equipment and insists it works. Republican Rep. Brian Fitzpatrick warned Congress could withhold funding from US agencies responsible for the restrictions. Ukrainian President Volodymyr Zelensky stated on Friday that Starlink services were still being restored and speed had not been fully restored.

The senators are also concerned about disruptions affecting intelligence-sharing and threat-warning capabilities, leading to US diplomatic, military, and security personnel being unable to reach bunkers during Russian air raids. The incidents coincide with US pressure on Ukraine to halt refinery attacks. Ukraine has relied heavily on Starlink for battlefield communications and drone control since February 2022.
