Russian Diesel Tankers Divert From United States Following Regulatory Hesitancy
The Story
Two fuel tankers carrying Russian diesel toward the United States have altered their destinations following regulatory and sanctions concerns.
The Russian tanker Talisman left the Atlantic Ocean to enter the Mediterranean Sea and is currently positioned off the coast of Algeria signaling for orders, indicating an absence of a confirmed buyer or port. The Sierra Leone-flagged tanker Leruo, owned by a Hong Kong company, changed its destination signal to Brazil. A third vessel, the Greek-owned Agioi Fanendes, is continuing toward New York while also signaling for orders.
The shipments were initially arranged under an October agreement between President Donald Trump and Russian President Vladimir Putin to permit the import of Russian diesel to lower domestic fuel costs. The United States Treasury Department issued a temporary general license until April authorizing the transactions, despite a 2022 federal statutory ban on Russian oil imports. Ukrainian drone strikes on oil refineries in Ryazan and Yaroslavl have simultaneously depleted Russian domestic fuel supplies and constrained processing capacity.
