Ukrainian President Volodymyr Zelensky and Kyiv Mayor Vitali Klitschko traded public blame over the capital's preparedness for winter as Russian strikes caused prolonged electricity, water, and heating outages.

Zelensky stated during a coordination meeting that Kyiv faces the most serious utility disruptions in the country, attributing the situation to both Russian attacks and a failure to implement municipal preparations for the heating season. Klitschko defended the city's resilience plan, stating that the municipal resilience plan had gone without central approval for nearly six months while an energy coordination headquarters had been operating since spring.

The dispute unfolds as freezing temperatures approach and emergency power cuts affect the city of over three million residents, with bridges across the Dnipro River and metro services experiencing disruptions. Zelensky stated that Russian strikes have damaged every power plant in Ukraine, utilizing drones and missiles to target energy equipment supporting nuclear power facilities. In separate diplomatic remarks, Zelensky urged Latin American nations and Spain to supply electrical equipment, transformers, and generators to restore the grid.

Additionally, Zelensky stated that Ukraine has yet to receive 16 billion dollars in previously agreed United States assistance that was blocked, expressing hope that Democratic Party victories in the United States midterm elections will increase chances for additional bipartisan support and Patriot missile deliveries.
