EU Designates ChatGPT, Reddit, Roblox as Very Large Online Platforms

The Story

The European Union designated OpenAI's ChatGPT, Reddit, and Roblox under its strict digital rules on Monday, subjecting them to heightened scrutiny. The European Commission classified ChatGPT as a "Very Large Online Search Engine" (VLOSE), marking the first time an artificial intelligence chatbot has received such a designation. Reddit and Roblox were designated as "Very Large Online Platforms" (VLOPs). All three services surpassed the threshold of 45 million average monthly users in the EU, triggering additional obligations under the Digital Services Act (DSA). EU technology chief Henna Virkkunen stated these companies will now be held to a higher standard of scrutiny and accountability due to their impact on citizens and society. The new obligations require the companies to assess and mitigate systemic risks, including those related to the dissemination of illegal content, negative effects on minors, users' physical and mental well-being, fundamental rights, electoral processes, and public security. They must also provide more transparency about recommendation algorithms and are restricted from targeting ads to minors or based on sensitive personal data. ChatGPT, which reported over 159 million users in the EU at the end of March, was qualified as a search engine by the Commission to fall under the DSA. The designated platforms have until the end of January 2027 to comply with these rules, with non-compliance potentially leading to fines of up to 6 percent of their global revenue. OpenAI stated it is preparing to meet the additional compliance requirements, while Roblox expressed pride in being the first gaming platform to receive the very large label. With these additions, 28 platforms and search engines now hold the EU's very large designation.
