Voters passed 43 out of 44 local ballot initiatives across the United States to ban or pause the construction of artificial intelligence data centers, marking a widespread backlash against Big Tech expansion.

Communities in states including Ohio, Maine, Florida, and Kansas approved moratoriums on large-scale server facilities due to concerns over electricity consumption, water usage, and environmental impacts. In Sunbury, Ohio, more than 78 percent of voters supported a moratorium on data centers larger than 25 megawatts. In Edgewater, Florida, voters amended the city charter to prohibit the approval, construction, expansion, or operation of new data centers.

In Texas, Democratic gubernatorial candidate Gina Hinojosa defeated incumbent Greg Abbott after campaigning on a pledge to implement a statewide moratorium on data center development. Similar political shifts occurred in legislative and gubernatorial races across the country, where candidates who opposed data center proliferation defeated incumbents who had previously championed tech industry growth. Meanwhile, satellite analysis published in Environmental Research Letters found that hyperscale facilities cause minimal nighttime surface warming and that building materials cool ground temperatures during the day.
